13.1 WHAT IS GOVERNANCE?
Voting in elections is an important part of democracy, but it is not enough by itself. A strong democracy also needs institutions that function transparently, representatives who are responsible to the people, and the continuous participation of citizens in public life. The term governance refers to the process by which decisions are made, implemented and monitored in the public interest. It describes the way in which a country, a state, a city, a village, a school or any organisation is managed.
Governance is different from government. The government consists of the institutions that exercise political authority – the legislature, the executive and the judiciary. Governance, on the other hand, is the process of decision-making and implementation, and it includes not only the government but also citizens, the media, civil society and private organisations. While the term government tells us who governs, governance tells us how governing is carried out.
Consider what happens when heavy rain floods a town. The municipal corporation clears the drains, the public works department repairs the roads, the police manage traffic, schools inform parents and health workers try to prevent disease. No single department can solve the problem alone; coordination among all of them is needed.
